English Learner Information

CELDT

Federal and state laws require California school districts to administer an English language proficiency assessment to students in K -12 if their Home Language Survey indicates a language other than English in the home or in the child’s background. Students previously identified as English learners, who have not been reclassified as fluent English proficient, are required to be assessed annually to monitor their progress in acquiring the English language. The test used in California is theCalifornia English Language Development Test (CELDT).

Purposes of the CELDT:

  • Students new to SRVUSD
    • Identify students who may have limited English proficiency
    • Determine the English language proficiency level of each student
  • Returning SRVUSD English learner students
    • Assess the annual progress of English learner students in acquiring the skills of listening, speaking, reading, and writing in English.

State and federal laws require school districts to:

  • Administer the CELDT to any student whose parents have indicated a language other than English in the home or in the child’s background within 30 days enrollment for the first time in a California public school.
  • Administer the CELDT annually to identified English learners until they meet all of the criteria to be reclassified as Fluent English Proficient. Click here for more information.

The CELDT assesses English skills in four domains:

  • Listening
  • Speaking
  • Reading
  • Writing

CELDT performance levels:

  • Beginning
  • Early Intermediate
  • Intermediate
  • Early Advanced
  • Advanced

Passing CELDT Scores:

  • Grades K & 1- Passing CELDT scores are an overall score of Early Advanced or higher, with only one subtest score of Intermediate. Only the Overall, Listening and Speaking scores are considered when determining English proficiency.
  • Grades 2 – 12- Passing CELDT scores are an overall score of Early Advanced or higher, with only one subtest score of Intermediate. All domains are considered when determining English proficiency.
